I guess you’re using SL within Cubase ? If so, return to Start on Stop is controlled by Cubase : in Cubase go to Edit > Preferences > Transport > check Return to Start Position on Stop.
In SL, what you see in the Transport menu > Return to Start on Stop is only for local playback (when using the Playback tool).
