your usb-elicenser containing the cubase artist license is not registered with your MySteinberg account. please register the licence.
these are the exact spellings of the exact words I was alerted to when trying to log into vst transit. i don’t know why.

And you did registre your Artist version in your MySteinberg profile? I would check up on it, that you Cubase version is registered okay. If it looks okay, the I would install the latest eLicenser driver for your dongle, and run a maintenance repair on the dongle. Not 100% sure if this will or can fix license problems, maybe updating your license via running the maintenance.
It’s worth a try. Otherwise you have to wait a little for expert assistance here on the forum.
