I wanted to Upload the problem as .cpr, but it is not permitted?

I have tried everything I know, but I can NOT get the Alto & Bass Vocals notation layout, to be as the Glockenspiel is & the Piano is? i.e. quaver then Crotchet then quaver.(Bar 3)where cursor line is placed?
