Preferences are there: “\AppData\Roaming\Steinberg\WaveLab Pro 10.0”
unless you have changed the location in the WaveLab preferences.
You could then try to erase this file before running WaveLab:
AppData\Roaming\Steinberg\WaveLab Pro 10.0\Startup.ini
