My old computer makes problems and I need to get a new one. Is there a way to export every setting like keyboard shortcuts, layout, etc. so I don’t have to setup Cubase 9.5 again?

Either you can use Profile Manager to export the Profile and then import it to your new Cubase. Or backup the whole preferences folder:
%appData% Steinberg/Cubase 9.5_64 folder.
