If the option “changing clip gain via mouse wheel” is activated, it’s not possible to scroll up and down via mouse wheel without to changing the clip gain. It’s better solved in Pro Tools. In Pro Tools if you want to change the clip gain you have to press control + mouse wheel. With this Avid make sure you can do quick both changing clip gain and scrolling up / down with to change a clip gain accidentially.
