Cubase Exports 0-velocity Note-Offs as Note-Ons

I found a bug in Cubase 10.5.20 pro: When recorded by on-screen keyboard, all the velocities of note_offs after notes played will be 0.

Here's the procedure:
1. Create empty project
2. Add an MIDI or VSTi track
3. Record several notes with on-screen keyboard
4. Open the recorded event in pianoroll
-> Result = all the velocities of note_offs after notes played will be 0

Only have to be not 0.
All values between 1~127 are well.

Is there any real use case issue, if the Note Off Velocity = 0, please?
