I had (what appears to be) the same issue - and solved it…
When you open Halion and the media bay is frustratingly devoid of content, check that either ‘FACTORY’ or ‘FACTORY and USER’ content are enabled. if you have user content only enabled, you wont see the factory content in media bay.
