No, BUT The workaround is easy.
Create a macro that selects The mute tool (any single mode tool works) and then select the range tool. Assign this macro instead of the standard range tool. This way you can never accidentally change to the b range.
Then either assign the regular tool to another key or create another macro that only selects then range like this: mute tool, range tool, range tool. Assign this to another key.
Now you have one key to select a range and another to select the b range.
This works well for me.
