Can the 16bit version of HSO still be purchased?

It's been a while, I think I can remember trialling out Cubase 5 and reading something about it but as always google is my friend:

only 99 euro at that time but 119 now. I found this in the steinberg shop:

but it mentions nothing about purchasing outright and I'm not sure if C7 includes HALion or Halion 4?
